Ale z drugiej strony,wprowadzaj\u0105 przewo\u017anika komercyjnego, czyli dodatkow\u0105 konkurencyjno\u015b\u0107 bezmo\u017cliwo\u015bci zastosowania prawa wy\u0142\u0105cznego. Wdro\u017cenie tych przepis\u00f3w b\u0119dzieskutkowa\u0107 od roku 2017 ograniczeniem uprawnie\u0144 pasa\u017cer\u00f3w do ulgowych ibezp\u0142atnych przejazd\u00f3w.
