Oczywi\u015bcie nasz kraj jest uwzgl\u0119dniony w zakresie udowy transeuropejskich korytarzy, ale s\u0105 unijne koncepcje jak np. kolejowa magistrala Gda\u0144sk-Warszawa-Brno\/Bratys\u0142awa-Wiede\u0144, natomiast nie projekty wymy\u015blone i zrealizowane przez polsk\u0105 stron\u0119.<\/div>\n<div>Publikacja przegl\u0105du zapewnia szczeg&oacute;\u0142owy ogl\u0105d stanu realizacji wszystkich du\u017cych projekt&oacute;w infrastrukturalnych, je\u015bli chodzi o ich finansowanie i stopie\u0144 uko\u0144czenia. Celem jest wprowadzenie wi\u0119kszego zakresu odpowiedzialno\u015bci do procesu finansowania oraz upewnienie si\u0119, \u017ce \u015brodki unijne s\u0105 w\u0142a\u015bciwie wydatkowane. Ponad po\u0142owa (52,2 proc.) ze wspomnianych 92 paneuropejskich du\u017cych projekt&oacute;w infrastrukturalnych znajduje si\u0119 nadal na dobrej drodze do zako\u0144czenia realizacji do grudnia 2013 r. pomimo trudnej sytuacji finansowej. W odniesieniu do pozosta\u0142ej cz\u0119\u015bci projekt&oacute;w, w rezultacie przegl\u0105du \u015br&oacute;dokresowego, postanowiono o \u015bcis\u0142ym zastosowaniu zasady &bdquo;wykorzystaj albo stra\u0107&rdquo;. Udziela si\u0119 zgody na wyd\u0142u\u017cenie wiarygodnych projekt&oacute;w, kt&oacute;re napotykaj\u0105 na trudno\u015bci wskutek kryzysu gospodarczego, o dwa lata, aby pom&oacute;c w ich doko\u0144czeniu. Jednak w przypadku projekt&oacute;w, kt&oacute;re na obecnym \u015br&oacute;dokresowym etapie utraci\u0142y ju\u017c wiarygodno\u015b\u0107, finansowanie ze strony UE zostanie cofni\u0119te i przesuni\u0119te (zob. poni\u017cej listy projekt&oacute;w). <\/div>\n<div>Odpowiedzialny za transport wiceprzewodnicz\u0105cy Komisji Europejskiej Siim Kallas powiedzia\u0142: Celem obecnego przegl\u0105du \u015br&oacute;dokresowego jest wsparcie kluczowych inwestycji w infrastruktur\u0119 oraz zapewnienie efektywnego wydatkowania pieni\u0119dzy podatnik&oacute;w. W wyniku przegl\u0105du ustalono, \u017ce 48 spo\u015br&oacute;d 92 projekt&oacute;w (52,2 proc.) zostanie uko\u0144czonych w terminie do 31 grudnia 2013 r.&nbsp;Kolejne 29 projekt&oacute;w (31,5 proc.), kt&oacute;re ocenia si\u0119 jako wiarygodne pod wzgl\u0119dem struktury i finansowania, mo\u017ce zosta\u0107 zako\u0144czonych do 2015 r. Z tego wzgl\u0119du, a tak\u017ce w obliczu wyj\u0105tkowej sytuacji zwi\u0105zanej z kryzysem finansowym, Komisja udzieli zgody na przed\u0142u\u017cenie o dwa lata, tzn. do 2015 r., okresu wykorzystania \u015brodk&oacute;w finansowych UE. Wspomniane przed\u0142u\u017cenie odbywa\u0107 si\u0119 b\u0119dzie na szczeg&oacute;lnych warunkach politycznych, technicznych i finansowych, co pozwoli na optymalizacj\u0119 efektywno\u015bci programu TEN-T. Ten sam re\u017cim bud\u017cetowy b\u0119dzie mia\u0142 zastosowanie do wszelkich przysz\u0142ych op&oacute;\u017anie\u0144, natomiast finansowanie dzia\u0142a\u0144, kt&oacute;re wykraczaj\u0105 poza 2015 r., zostanie wstrzymane. <\/div>\n<div>W odniesieniu do 10 projekt&oacute;w (10,9 proc.) postanowiono o ich warunkowym przed\u0142u\u017ceniu do 2015 r., przy jednoczesnym zmniejszeniu poziomu finansowania ze strony UE. W przypadku 5 projekt&oacute;w, kt&oacute;re na obecnym etapie utraci\u0142y ju\u017c wiarygodno\u015b\u0107 (5,4 proc.), finansowanie ze strony UE zostanie wstrzymane i przesuni\u0119te. Wszystkie projekty kwalifikuj\u0105ce si\u0119 do czterech wymienionych wy\u017cej kategorii poddano szczeg&oacute;\u0142owemu przegl\u0105dowi pod k\u0105tem realizacji ka\u017cdego z ich cel&oacute;w. Je\u017celi cele te przesta\u0142y by\u0107 osi\u0105gane, odpowiednie \u015brodki bud\u017cetowe zostan\u0105 wstrzymane. Rezultatem przeprowadzenia takiej analizy b\u0119dzie uwolnienie ok. 311 mln euro na potrzeby nowych zaprosze\u0144 do sk\u0142adania wniosk&oacute;w w ramach aktualnego programu TEN-T.<\/div>\n<div>Czym s\u0105 sieci transeuropejskie? <\/div>\n<div>Unia Europejska ustanowi\u0142a program TEN-T w celu wspierania budowy brakuj\u0105cych po\u0142\u0105cze\u0144 oraz wyeliminowania w\u0105skich garde\u0142 komunikacyjnych, co umo\u017cliwi stworzenie jednolitej multimodalnej sieci korytarzy transportowych w ca\u0142ej Europie. Odpowiednie projekty s\u0105 finansowane przez pa\u0144stwa cz\u0142onkowskie i Komisj\u0119 Europejsk\u0105. W ramach europejskiego bud\u017cetu TEN-T mo\u017cliwe jest sfinansowanie do 30 % koszt&oacute;w prac infrastrukturalnych zwi\u0105zanych z projektem oraz do 50 % koszt&oacute;w analiz. Warto\u015b\u0107 92 projekt&oacute;w poddanych przegl\u0105dowi przez Komisj\u0119 odpowiada inwestycjom na \u0142\u0105czn\u0105 kwot\u0119 32,647 mld euro, a wk\u0142ad programu TEN-T w ich realizacj\u0119 wynosi 5,3 mld euro. Liczba 92 projekt&oacute;w obejmuje 30 priorytetowych projekt&oacute;w dotycz\u0105cych transeuropejskiej sieci transportowej i g\u0142&oacute;wnych korytarzy intermodalnych w ca\u0142ej UE. 30 priorytetowych projekt&oacute;w TEN-T to du\u017ce projekty infrastrukturalne, obejmuj\u0105ce cz\u0119sto kilka pa\u0144stw, np.: o\u015b kolei du\u017cych pr\u0119dko\u015bci Pary\u017c-Bruksela\/Kolonia-Amsterdam-Londyn (PBKAL) czy te\u017c o\u015b kolejowa Gda\u0144sk-Warszawa-Brno\/Bratys\u0142awa-Wiede\u0144.
