NIK wytkn\u0119\u0142a kolejom wieloletnie zaniedbania w utrzymaniu infrastruktury, co sprawia, \u017ce liczba wypadk&oacute;w na kolei &#8211; cho\u0107 spada &#8211; wci\u0105\u017c jest wysoka. NIK zauwa\u017ca, \u017ce ostatnio mniej by\u0142o wypadk&oacute;w kolejowych i poprawia si\u0119 stan infrastruktury, ale Polska wci\u0105\u017c zajmuje drugie (po Rumunii) miejsce w Europie pod wzgl\u0119dem liczby wypadk&oacute;w na kolei, a liczba ofiar w powa\u017cnych wypadkach kolejowych jest najwi\u0119ksza w Europie (ponad 10 razy wi\u0119ksza ni\u017c w Niemczech, czy we Francji). Przyczyn\u0105 wypadk&oacute;w najcz\u0119\u015bciej by\u0142 z\u0142y stan tor&oacute;w, rozjazd&oacute;w i urz\u0105dze\u0144 sterowania ruchem kolejowym. <br \/>Wed\u0142ug NIK, niewystarczaj\u0105cy nadz&oacute;r nad kolejami sprawowa\u0142 zarz\u0105d sp&oacute;\u0142ki PKP PLK, prezes Urz\u0119du Transportu Kolejowego (UTK), a tak\u017ce minister transportu. Wszystkie wymienione podmioty ocenione zosta\u0142y przez NIK negatywnie. <br \/>&#8217;Warto podkre\u015bli\u0107, \u017ce raport dotyczy lat 2011-2012, i nie obejmuje podj\u0119tych w 2012 i 2013 r. inicjatyw zmierzaj\u0105cych do uregulowania prawa zwi\u0105zanego z bezpiecze\u0144stwem transportu kolejowego, jak i konkretnych dzia\u0142a\u0144 podejmowanych przez PKP i UTK&#8217; &#8211; napisano w komunikacie resortu infrastruktury. <br \/>Rzecznik prasowy ministerstwa Piotr Popa informuje w nim, \u017ce wdro\u017cono ju\u017c m.in. przepisy dotycz\u0105ce uprawnie\u0144 maszynist&oacute;w, a wkr&oacute;tce wejd\u0105 w \u017cycie te zwi\u0105zane z prac\u0105 dy\u017curnych ruchu i warunkami prowadzenia ruchu kolejowego. Wyja\u015bnia, \u017ce PKP i UTK podj\u0119\u0142y do tej pory ok. 200 inicjatyw zmierzaj\u0105cych do poprawy bezpiecze\u0144stwa ruchu kolejowego zar&oacute;wno inwestycyjnych jak i organizacyjnych (m.in. modernizacja bazy technicznej, zwi\u0119kszona cz\u0119stotliwo\u015b\u0107 audyt&oacute;w system&oacute;w zarz\u0105dzania bezpiecze\u0144stwem, szkolenia m.in. dla dy\u017curnych ruchu i poprawa jako\u015bci kadr poprzez wi\u0119ksz\u0105 liczb\u0119 klas o profilu kolejarskim). <br \/>&#8217;Przynosi to ju\u017c pierwsze efekty, bowiem w por&oacute;wnywalnych kwarta\u0142ach 2012 i 2013 r. zanotowano spadek w obszarze incydent&oacute;w kolejowych&#8217; &#8211; zauwa\u017c\u0105 rzecznik.
