Biopaliwa stanowi\u0105 obecnie jedyn\u0105 mo\u017cliwo\u015b\u0107 znacznego ograniczenia zale\u017cno\u015bci sektora transportu od dostaw ropy. W ramach europejskiej polityki energetycznej Komisja zamierza zach\u0119ca\u0107 do produkcji i wykorzystywania biopaliw, proponuj\u0105c ustalenie wi\u0105\u017c\u0105cego minimalnego udzia\u0142u biopaliw w 2020 r. w paliwach do pojazd&oacute;w mechanicznych na poziomie&nbsp;10%.<\/div>\n<div>Transport w Europie nieustannie si\u0119 rozwija. Korzystanie z samochod&oacute;w osobowych i ci\u0119\u017carowych przynosi tak du\u017ce korzy\u015bci spo\u0142eczno-gospodarcze, \u017ce obecnie trudno sobie wyobrazi\u0107 \u017cycie bez nich. Ale obecna sytuacja zaczyna wymaga\u0107 pewnych zmian. W sektorze transportu powstaje prawie jedna trzecia emisji CO<sub>2<\/sub>, gazu cieplarnianego w najwi\u0119kszym stopniu odpowiedzialnego za zmiany klimatyczne, a emisje te b\u0119d\u0105 coraz wi\u0119ksze. &nbsp;Ponadto sektor transportu jest w 98% zale\u017cny od ropy naftowej, paliwa kopalnego pochodz\u0105cego w du\u017cej mierze z importu, kt&oacute;re staje si\u0119 coraz dro\u017csze wraz z wyczerpywaniem si\u0119 zasob&oacute;w. <\/div>\n<div>Unia Europejska proponuje natychmiastow\u0105 reakcj\u0119 na t\u0119 sytuacj\u0119: zach\u0119ca do zast\u0105pienia oleju nap\u0119dowego i benzyny biopaliwami. S\u0105 to ekologiczne, odnawialne paliwa produkowane z materia\u0142&oacute;w organicznych. &nbsp;Rozw&oacute;j tego sektora stworzy nowe miejsca pracy i otworzy nowe rynki zbytu dla produkcji rolnej. Wykorzystanie biopaliw pomo\u017ce r&oacute;wnie\u017c w rozwi\u0105zaniu powa\u017cnych og&oacute;lnych problem&oacute;w, takich jak dywersyfikacja \u017ar&oacute;de\u0142 energii oraz wype\u0142nienie zobowi\u0105za\u0144 protoko\u0142u z Kioto. <\/div>\n<div>W dyrektywie w sprawie biopaliw przyj\u0119tej w 2003 r. UE postawi\u0142a sobie za cel zast\u0105pienie biopaliwami 2% benzyny i oleju nap\u0119dowego w transporcie w 2005 r., a 5,75 % w 2010 r. Nie uda\u0142o si\u0119 osi\u0105gn\u0105\u0107 celu dla roku 2005. Do roku 2010 mo\u017cna si\u0119 spodziewa\u0107 znacz\u0105cych post\u0119p&oacute;w, kt&oacute;re nie pozwol\u0105 jednak osi\u0105gn\u0105\u0107 warto\u015bci ustalonej dla 2010 r. Dlatego Komisja proponuje wzmocnienie ram prawnych poprzez ustalenie minimalnego udzia\u0142u biopaliw w rynku na poziomie 10% w 2020 r.<\/div>\n<div>Cho\u0107 wi\u0119kszo\u015b\u0107 biopaliw pozwala w znacz\u0105cy spos&oacute;b ograniczy\u0107 emisje gaz&oacute;w cieplarnianych, mo\u017cna je produkowa\u0107 w spos&oacute;b, kt&oacute;ry tego nie zapewnia lub powoduje inne problemy dla \u015brodowiska naturalnego. Komisja proponuje wprowadzenie systemu zach\u0119t i wsparcia, kt&oacute;ry pozwoli unikn\u0105\u0107 takich sytuacji i b\u0119dzie wspiera\u0142 produkcj\u0119 biopaliw &bdquo;drugiej generacji&#8217;. <\/div>\n<div>Wykorzystywanie i produkcj\u0119 biopaliw na poziomie europejskim mo\u017cna wspiera\u0107 poprzez r&oacute;\u017cne elementy polityki. D\u0142ugofalow\u0105 form\u0105 wspierania biopaliw s\u0105 zwolnienia z podatk&oacute;w. Kilka pa\u0144stw cz\u0142onkowskich zapowiedzia\u0142o te\u017c wprowadzenie obowi\u0105zku stosowania biopaliw. Polega to na zobowi\u0105zaniu dostawc&oacute;w do wprowadzania na rynek pewnej warto\u015bci procentowej biopaliw, co zapewnia inwestorom zabezpieczenie i stymuluje rozw&oacute;j sektora biopaliw. <\/div>\n<div>Obecnie najbardziej popularnymi biopaliwami s\u0105 biodiesel (produkowany z ro\u015blin oleistych, takich jak rzepak czy s\u0142onecznik) i bioetanol (produkowany z cukru i ro\u015blin skrobiowych, takich jak buraki czy zbo\u017ca). Te dwa p\u0142ynne paliwa transportowe mog\u0105 zast\u0105pi\u0107 na wielk\u0105 skal\u0119 olej nap\u0119dowy i benzyn\u0119. Mog\u0105 by\u0107 stosowane w silnikach nowoczesnych pojazd&oacute;w (bez konieczno\u015bci przebudowy w przypadku mieszanek o niskiej zawarto\u015bci biopaliw oraz po niedrogiej adaptacji w przypadku mieszanek o wysokiej zawarto\u015bci biopaliw) oraz rozprowadzane w ramach istniej\u0105cej infrastruktury.
