Ma to by\u0107 przede wszystkim \u015brodek transportu, kt\u00f3ry u\u0142atwi przez ca\u0142y rok podr\u00f3\u017cowanie po miastach i gminach, zw\u0142aszcza na kr\u00f3tkich odcinkach, tzw. ostatniej mili. Drugi etap wdro\u017cenia zak\u0142ada udost\u0119pnienie &#8211; pierwotnie do 12 miesi\u0119cy &#8211; 3518 kolejnych\u00a0rower\u00f3w, a III etap dostarczenie ponad 2,2 pozosta\u0142ych jedno\u015blad\u00f3w.
