Ludzie mog\u0105 zosta\u0107 skazani na kr&oacute;tki pobyt w wi\u0119zieniu (kilka miesi\u0119cy) za jazd\u0119 samochodem gdy s\u0105 pijani, je\u015bli robi\u0105 to (bardzo) cz\u0119sto. Najcz\u0119\u015bciej s\u0105 oni r&oacute;wnie\u017c \u015bcigani wtedy za inne przest\u0119pstwa jak jazda (pod wp\u0142ywem alkoholu) bez prawa jazdy, kt&oacute;re stracili za jazd\u0119 samochodem pod wp\u0142ywem alkoholu. W przypadkach, gdy kierowca kogo\u015b zabi\u0142 lub okaleczy\u0142 w czasie jazdy pod wp\u0142ywem alkoholu r&oacute;wnie\u017c jest nara\u017cony na kr&oacute;tki pobyt w wi\u0119zieniu.<\/font><\/p>\n<p><font face=\"Arial\">Teoretycznie mo\u017cna by\u0107 skazany na kar\u0119 wi\u0119zienia za jazd\u0119 na rowerze pod wp\u0142ywem alkoholu zgodnie z paragrafem 100. w prawie o ruchu drogowym, ale&nbsp;nikt nie pami\u0119ta takiego przypadku.<\/font><\/p>\n<p><font face=\"Arial\">&nbsp;<\/font><\/p>\n<p><font face=\"Arial\">My w ICF oczywi\u015bcie nie mamy dost\u0119pu do akt policyjnych dotycz\u0105cych kar. W praktyce jednak my\u015bl\u0119, \u017ce je\u015bli ktokolwiek dostanie grzywn\u0119 za jazdy na rowerze pod wp\u0142ywem alkoholu to jest to co najwy\u017cej kilka przypadk&oacute;w. By\u0107 mo\u017ce ci, kt&oacute;rzy s\u0105 bardzo pijani na rowerze otrzymuj\u0105 grzywn\u0119, zw\u0142aszcza je\u015bli si\u0119 przewr&oacute;cili lub mieli kolizj\u0119 tj. zwr&oacute;cili uwag\u0119 policji.&nbsp;\u017baden pijany rowerzysta nie siedzi w wi\u0119zieniu.<\/font><\/p>\n<p><font face=\"Arial\">&nbsp;<\/font><\/p>\n<p><font face=\"Arial\">Polityka ICF jest taka, \u017ce rekomendujemy, by ludzie nie je\u017adzili rowerem pijani, poniewa\u017c s\u0105 bardziej podatni na wypadki i bardziej nara\u017ceni na obra\u017cenia w wyniku upadku lub kolizji.&nbsp;W ci\u0105gu ostatnich 3-4 lat liczba rowerzyst&oacute;w podwoi\u0142a si\u0119 w Reykjaviku&nbsp;(do ok. 4% udzia\u0142u modalnego) i liczba wypadk&oacute;w te\u017c wzros\u0142a.&nbsp;<\/font><a href=\"http:\/\/ibikekrakow.com\/2012\/01\/02\/islandia-niczym-dania-brak-limitu-dla-pijanych-rowerzystow\/www.us.is\"><font face=\"Arial\">Ministerstwo ruchu drogowego<\/font><\/a><font face=\"Arial\">&nbsp;zwr&oacute;ci\u0142o uwag\u0119 na ten wzrost wypadk&oacute;w, bez potwierdzenia wielko\u015bci wska\u017anika wzrostu podr&oacute;\u017cy na rowerze. Jest to negatywny wizerunek.<br \/>Wypadk&oacute;w jest niewiele w Islandii.&nbsp;W 2010 roku przez policj\u0119 zarejestrowanych zosta\u0142o 82 rannych rowerzyst&oacute;w. Nie mamy \u015bmiertelnej ofiary w\u015br&oacute;d rowerzyst&oacute;w od 1997 roku&nbsp;i chcemy utrzyma\u0107 tak dobry wynik. Dlatego te\u017c jeste\u015bmy zainteresowani utrzymaniem liczby pijanych rowerzyst&oacute;w na poziomie minimum, ale&nbsp;jeste\u015bmy zadowoleni z obecnego prawa.<\/font><\/p>\n<p><font face=\"Arial\">&nbsp;<\/font><\/p>\n<p><font face=\"Arial\">Jak wida\u0107&nbsp;w\u0142adze nie obawiaj\u0105 si\u0119 pijanych rowerzyst&oacute;w i nie jest to uwa\u017cane za powa\u017cne wykroczenie. Mo\u017ce po cz\u0119\u015bci dlatego, \u017ce liczba rowerzyst&oacute;w jest niska i jazda na rowerze nie jest powi\u0105zana z piciem w weekendy.&nbsp;Islandia jest spo\u0142ecze\u0144stwem auto-centrycznym&nbsp;ze wsp&oacute;\u0142czynnikiem ponad 600 samochod&oacute;w osobowych na 1000 mieszka\u0144c&oacute;w, a wi\u0119kszo\u015b\u0107 konsumpcji alkoholu odbywa si\u0119 w weekendy. Spo\u0142ecznie jeste\u015b zobowi\u0105zany do posiadania w\u0142asnego samochodu i korzystania z niego podczas przyjazdu na imprez\u0119 (lub do baru) lub skorzystania z taks&oacute;wki je\u015bli jeste\u015b pijany. Jeszcze do niedawna dojazd rowerem do baru lub na imprez\u0119 w praktyce spotka\u0142 si\u0119 z dezaprobat\u0105 u wi\u0119kszo\u015bci grup spo\u0142ecznych. Twierdzono r&oacute;wnie\u017c, \u017ce niemo\u017cliwy jest przyjazd na rowerze w ubraniu imprezowym, zw\u0142aszcza u dziewcz\u0105t.<\/font><\/p>\n<p><font face=\"Arial\">English version:<\/font><\/p>\n<p><a href=\"http:\/\/www.althingi.is\/lagas\/139b\/1987050.html\"><font face=\"Arial\">The icelandic traffic law<\/font><\/a><font face=\"Arial\">&nbsp;( paragraph 45) states that the limit of alchol in blood for drivers of motorized vehicles is 0,50&permil;. Regarding cyclist there is no appointed limit for alchol but the law states in paragraph 45.6 the following:<br \/>&bdquo;Enginn m&aacute;hj&oacute;la e&eth;a reyna a&eth;hj&oacute;la e&eth;a stj&oacute;rna e&eth;a reyna a&eth;stj&oacute;rna hesti, ef hann er undir svo miklum &aacute;hrifum &aacute;fengis e&eth;a annarra &ouml;rvandi e&eth;a deyfandi efna, a&eth;hann geti eigi stj&oacute;rna&eth;hj&oacute;linu e&eth;a hestinum &ouml;rugglega.&rdquo;<br \/>in english translation:<\/font><\/p>\n<p><font face=\"Arial\">&bdquo;No one should ride a bike or try to ride a bike or use or attempt to use a horse, if he is so intoxicated by alcohol or other drugs that he can not control the bike or horse safely.&rdquo;<\/font><\/p>\n<p><font face=\"Arial\">I would imagine that this paragraph is derived from the danish traffic law.<\/font><\/p>\n<p><font face=\"Arial\">We at the ICF of course dont have access to police files regarding fines. In praxis though I think wery few if any gets a fine for cycling drunk. Possibly those who are very drunk on a bike get a fine especially if they have fallen or crashed i.e. drawn the attention of the police. No one is imprisoned for cycling drunk.<\/font><\/p>\n<p><font face=\"Arial\">&nbsp;<\/font><\/p>\n<p><font face=\"Arial\">The ICF policy is that we strongly reccomend that people shold not cycle drunk as they are more accident prone and more likely to get injured in a fall or a crash. During the last 3-4 years cycling rates has doubled in Reykjavik (to ca. 4% modal share), the capital, and accidents are on the rise.&nbsp;<\/font><a href=\"http:\/\/ibikekrakow.com\/2012\/01\/02\/islandia-niczym-dania-brak-limitu-dla-pijanych-rowerzystow\/www.us.is\"><font face=\"Arial\">The road traffic authority<\/font><\/a><font face=\"Arial\">&nbsp;has drawn attention to this rise in accidents without aknowledging the rise in cycling rates. This is negative publicity. Accidents ar rather few in Iceland. In 2010 there where 82 registered injured cyclists by the police. We havent had a fatal bike casuality since 1997 and we like to keep this good record. We are therefore keen to keep drunk cycling to a minimum but we are satisfied with the law as it is.<\/font><\/p>\n<p><font face=\"Arial\">&nbsp;<\/font><\/p>\n<p><font face=\"Arial\">As you can see the authorities are not worried by drunk cyclists and it is not considered a serious offence. Maybe in part because cycling rates have been low and not connected to drinking during weekends. Iceland is a car centric society with over 600 private cars per 1.000 inhabitants and most of the drinking is done during weekends. Socially you are supposed to own a car and to arrive to a party or a bar in your car or by taxi if your drunk. Arriving by bicycle to a bar or a party has in pratice been frowned upon in most social groups until recently. It has also been considered impossible to cycle in your party clothing, especially for girls.<\/font><\/p>\n<p><font face=\"Arial\">&nbsp;<\/font><\/p>\n<p><font face=\"Arial\">Penalties regarding traffic vialotions are in this attached&nbsp;<\/font><a href=\"http:\/\/www.us.is\/Apps\/WebObjects\/US.woa\/swdocument\/1004\/Regluger%C3%B0+um+sektir+og+%C3%B6nnur+vi%C3%B0url%C3%B6g+vegna+brota+%C3%A1+umfer%C3%B0arl%C3%B6gum+og+reglum+settum+samkv%C3%A6mt+%C3%BEeim%2C+nr.pdf\"><font face=\"Arial\">regulation<\/font><\/a><font face=\"Arial\">:<\/font><\/p>\n<p><font face=\"Arial\">Penalties for breaking paragraph 45.6 are: 5.000 IKR icelandic kronas. No prison terms are specified in the regulation for this offence.<\/font><\/p>\n<p><font face=\"Arial\">&nbsp;<\/font><\/p>\n<p><font face=\"Arial\">Regar&eth;ing penalties (fines) for car drivers it is rather complicated but you can look on the penalties regarding paragraph 45 in the regulation page 7. In that one there are tables. The meaning of the head of the tables are:<br \/>V&iacute;nandamagn &iacute;bl&oacute;&eth;i &permil;= alcohol in blood promill,<br \/>Sektir kr.=fines IKR,<br \/>Svipting=loss of driving license in months (man.) or years (ar),<br \/>V&iacute;nandamagn &iacute;lofti mg\/l=alcohol in breath mg\/L.,<br \/>&Aacute;vana- og f&iacute;kniefni &iacute;bl&oacute;&eth;i=spesified drugs in blood in specified concentrations.<\/font><\/p>\n<p><font face=\"Arial\">In the reglulaton no prison term is specified for driving under influence of alcohol and drugs.<\/font><\/p>\n<p><font face=\"Arial\">The traffic law paragraph 100. specifies that offences to the law is punishable by fines or a prison term up to 2 years. People may get a short prison term (a few months) for driving drunk when they do it (very) often. Then they are dragged to court and senteced to prison. Most often they are also commiting other crimes like driving (drunk) without a drivers licence, which they have lost after drunk driving.
