1 lipca odby\u0142a si\u0119 konferencja Velorution. Celem jej by\u0142o przedstawienie 15 lat francuskich do\u015bwiadcze\u0144 w polityce zrównowa\u017conego transportu uwzgl\u0119dniaj\u0105cego rower jako jedna z alternatyw dla samochodów indywidualnych, która pozwoli\u0142a na odwrócenie<\/strong><\/span> <\/strong><\/span>negatywnych skutków dostosowywania miast do samochodów. Do\u015bwiadczenia Francji omawia\u0142 Olivier Schneider, cz\u0142onek zarz\u0105du Francuskiej Federacji Rowerzystów (FUB).

Na pierwszy rzut oka zastanawiaj\u0105ce mo\u017ce by\u0107 w jakim celu prezentowa\u0107 w Polsce akurat francusk\u0105 polityk\u0119 prorowerow\u0105, a nie do\u015bwiadczenia najbardziej rowerowych pa\u0144stw Europy, takich jak Holandia czy Dania. Otó\u017c mimo wielu ró\u017cnic, sytuacja polskich miast jest w wielu aspektach bardzo podobna do sytuacji francuskich w 1996 roku, czyli tu\u017c przed wdro\u017ceniem polityki prorowerowej. <\/p>\n

Ci\u0105g\u0142y wzrost ilo\u015bci samochodów, problemy z roz\u0142adowaniem korków i z nieograniczonymi udogodnieniami zwi\u0105zanymi z masowym parkowaniem w centrach miast, to wszystko, przy ruchu rowerowym na poziomie oko\u0142o 1%, problemy spotykane w obydwu przypadkach. Dzi\u0119ki wprowadzonej kompleksowej polityce, najpierw miejsce roweru u\u017cytkowego we Francji przesta\u0142o si\u0119 cofa\u0107, a ostatnio ro\u015bnie coraz dynamiczniej, si\u0119gaj\u0105c nawet 15% w niektórych miastach. <\/p>\n

Jednym z wa\u017cniejszych celów jakie postawiono przed francuskimi miastami jest uspakajanie ruchu na drogach, czyli g\u0142ównie wprowadzanie stref z ograniczeniem pr\u0119dko\u015bci do 30 km\/h. Instytucje opracowuj\u0105ce wytyczne sugeruj\u0105 by a\u017c 80% dróg w mie\u015bcie (g\u0142ównie ulice lokalne i dojazdowe) mia\u0142o w\u0142a\u015bnie takie ograniczenie pr\u0119dko\u015bci (lub mniejsze – 20km\/h). Tylko na ulicach obs\u0142uguj\u0105cych ruch mi\u0119dzydzielnicowy lub tranzytowy dopuszcza si\u0119 wi\u0119ksze pr\u0119dko\u015bci – z regu\u0142y 50km\/h. <\/p>\n
